Underachievers are a minority in a class ,as to basic education , a majority .Underachievers are contrary to the thought of improving students quality and to the quality education, which has effect on the development of basic education. The research samples 296 underachievers from Wudu, longlan, Gansu province as the object of the research .Through the research and analysis of the factors which affect these students, the thesis will discuss the effective strategies to improve the transferring of these students.The research finds that the factors affecting underachievers transferring are complicated and the main factors are those from schools, families, society and students themselves. The thesis thus put forward countermeasures to these factors:a) to change the thoughts of educating students. On one side the quality administrators of schools should be improved and favorable atmosphere constructed; On the other side, teachers' quality should be raised, opinions changed and teaching effect perfected. Teachers should learn to respect their students, especially underachievers, try to form a good relationship between students, make more chance to communicate with students, get to know students' problems and their thoughts; keep on learning and acquire good teaching abilities; perfect their personality.b)to adjust the standard of being a useful person set by parents. Schools should keep good contact with families and guide families to educate children scientifically; and parents should be consciously adjust their standards and set a reasonable expectation, have active attitude toward their underachievement children and make effort to form a harmonious maternal relationship. Meanwhile, parents should take proper ways to educate their children.c) to construct a favorable social environment.d)to increase students' inner drive of self-transferring. Teachers should try to help underachievers have confidence and learning interest. Teachers should keep focus on strong points of underachievers, find transferring ways and breakout, and make them like themselves; assist them to acquire the success experience and let them study actively; make them evaluate themselves objectively; change underachievers' learningattitude and form a good learning habit; take special measures to make up their short comings in knowledge, train them to have good learning methods. Moreover, underachievers have to look for transferring ways actively.
