The Study On Problems And Countermeasures Of Assets Management In Institution Of Higher Education

The adaptation of higher education to the development of the 21st century needs the transition of the educational idea first, in which the transition of the educational management idea is the most important thing. At present, in the idea reform and renewal process of higher education management in our country, we have better planned economy consciousness. The starting point of educational management has not got rid of the constraint of planned economy. And the idea of economic benefits cannot be fully carried out in educational management. These problems are particularly outstanding in the assets management of institution of higher education. The assets of higher education were input by the government in the past. Schools used by all means and left benefit alone. The right to use the assets was separated form ownership or the responsibility and right was not clearly divided. The asset management ministry did not pay more attention to the management of property right, but the management of subject matters. There is a lack of the idea of the benefit in using the assets. There are some other problems existing in the management of the higher schools, such as weak management consciousness, the unreasonable organization system, imperfect management system, lacking sense of responsibility of managing organization, etc. All these above are important reasons to account for the losses of assets in higher education. Under current situation, it has been a problem needs to be solved immediately about how to strengthen the management of state-run assets in higher institute, how to increase the benefits in using the state-run assets and how to preserve and increase the value of state-run assets.This paper, starting from reviewing the history of the assets management in institutions of higher learning in our country, analyses the causes of the improper state-run assets management and the reason of the loss of state-run assets in institutions of higher education. Based on these, by investigation and collecting documents, this paper briefly introduces the current situation and existing problems of the assets management in Northwest Normal University. Meanwhile, the paper, taking Northwest Normal University as an example, has put forward some suggestions on the assets management in institutions of higher education from such respects as idea, management system, management style and management methods etc. In this paper, it is emphasized that to strengthen property right management is the prerequisite and foundation of management of state-run assets in institutions of higher education; to change the management idea of state-run assets is an important guarantee in the management of state-run assets in institutions of higher education; to perfect the management organization and to strengthen the building of contingent are the assurance of management of state-run assets in institutions of higher education; to implement the management by objectives, and to set up the mechanism of management of performance of management of state-run assets are the effective measures of doing a good job of management of state-run assets; to fully utilizeresources of campus network and to develop the information management system of state-run assets are important means in the asset management in institutions of higher education.
