China’s higher education has made tremendous development Since the establishment of our country, the reason can be explained from different angles, but we consider that the most fundamental reason lies in the change and innovation of higher education institution. The institutional innovation is the new and more efficient system replacement of the old one. At present, in order to comply with the requirements of the times,the higher education of our country must achieve the transformation from tradition to modern during the period of deepening the reforms in an all-round way,and the key of this transformation is to actualize the reform and innovation of higher education institution. Due to the complexity and magnitude of higher education institution itself, and various factors mingled, the research on it is as if a polyhedron placed in front of us.This article tries to start from the educational management institution of international student in China, which is in the reform of higher educational institution easily broken through.As a perspective window of higher education reform in China, writer attempts to seek the trial for deepening reform and institutional innovation.Because the institution is the basic factor determine the performance of education and institutional innovation can fundamentally solve issue and bring about the development of productivity.The reform and development of higher education calls for the institutional innovation, so it is an urgent task in the higher education field that our country currently facing. with.First of all, the dissertation clarifies the history process of the educational management institution of international student in China,and points out the existing problems.Take the management model of international student as the research starting point, and put forward the management "obstruction" phenomenon of overseas students. Secondly, it discusses in detail the paper’s theoretical basis of the path dependence theory and the institutional change theory in historical institutionalism,and points out that the management institution shows some characteristics of path dependence influenced by the planned economy system, the government centralized management model and the social culture. Under the new situation with the deepening the reform of the education institution, the transformation of governmental function and the decentralization,universities with intrinsic motivation seeking for the development made international students management mode change.Thirdly,based on personal experience of historical institutionalism focus on the important variables such as "organization" "concept",writer wants to explore the “organization” Shanghai A university how to promote convergence management of overseas student in China through the concept of innovation.Finally, from the microscopic case exploration of overseas student educational management to the macroscopic higher education institution of our country, that is to say take the educational management system into consideration in the overall reform of higher education institution in China, and put forward the external reflection and reconstruction of China’s higher education institution, the current institution type is still one of strong government and weak school system.So need to perfect the functions of the government, university and social intermediary organization, and provide institutional supply from multiple levels, achieve the development of the higher education in the institutional innovation.As the British historia n Coban said, " obtain prolonged development only through institutional framework."...
