The intrinsic qualification of women in the society is closely related to the whole state of human being's quality. Improving women's education standards will not only reserve the social intelligence resource but also exploit the potential human resources. The level of education that women received effects the development of the human culture, "up to assist their husband, down to nurture their children, near to benefit the whole family, far to protect the farming, "(said by Liang Qichao ). Improving the intrinsic qualification of the women in the society is closely correlated with the prosperity of the nation. Resolving the feminine issue in the vocational schools will assist the improvement of feminine quality in the society.The under achievers among the female students in the vocational schools usually have poor academic performances and bad behaviors. With the current examination system that centered on the enrollment quotas, these students have usually been despised and treated unfairly by the society and schools. As these female students' body attains maturity, they showed lack of the motivation toward study and enjoying easy-going lives.These academically under achieved female students obtained many faulty behaviors with their extra time and energy. These faulty behaviors include improper sexual relationships and other daily faulty behaviors. The lacks of attention and corporation between the school, the society and the families have hindered the development of the solutions for this problem.This thesis aims to influence the current educational policies, search for the managing approaches and intend to reform the present system, to change the current situation of female students and to improve their intrinsic qualification by carrying out the following research on feminine issues, the author is a teacher in a vocational school and works as a head-teacher of the class for many years. As a female teacher, the writer grasps greatly the female students' body and mind features Based on the detailed observation and previous basic research, the author has designed three sets of surveys for teachers, students and parents and carried on several interviews. She also intends to apply the "multiple interaction method" to strengthen the validity and reliability of this research. There are four chapters in this outline. Chapter One states the background of this thesis and the purpose of the research. It also defines some of the important operational definitions. Chapter Two shows the analysis results of the current female students' situation and problems in city C vocational schools. ChapterThree carries out a series of analysis on the causes of the under achieved performance or easy-making mistakes of the female students. The main causes of these appearances are the followings: l.Low expectations toward the academic performance of female students with the traditional education concept; 2.Lacks of efficient guidance from policies; 3.Unbalanced micro-environmental system inside the schools. Based on the vocational school teachers' ethics and the maternity of the female teachers, it is the teachers' instinct to cultivate the unstable students and help them to become a successor in the society. Therefore, Chapter four will discuss the management method from the following four areas: 1. From multiple angles to attach great importance to the feminine education. These angles include from the government to education department .Eliminate sexual discrimination and establish a correct sexual distinction. 2. Improve courses environment and reform the schools' internal structure by taking advantage of the school principle's non- administrative influence. Establish a qualified faculty team and a new relationship between the teachers and the students. Encourage the teachers for further education. Eliminate any unfavorable factors that could hinder the students' development. Improve the over all qualities of the administrators and faculties. 3. Emphasis the importance of the sexual education and psychology, implement these classes as the compulsory education. Reform the formalism psychology teaching method. 4. From the female students' point of view, give constructive feedbacks on the different issues between the two sexual groups. 5. Feminine education is not only the duties of the government and school; it is also the duties of the family and society. Developing the moral resources and establish a three-dimensional moral education network, also emphasis the effects of the family moral on the female children growth. Propose to bind the school, family, society and the network for a defensive education system.
