The System Of Evaluation On University's Scientific Research Competitives

Before the sixties of the 20th century, the universities of various countries recommended academic freedom and scientific spirit, scientific research norm and demand of the unity are not rigorously enforced, the scientific research way is deeply of the individualization and diversification. The decision powers of scientific research task and research approach are offered colleagues, which strengthen the degree of freedom of researcher's personal scientific research. However, in the 1960s, as the competition between the overall national strength of various countries was aggravated, the governments of various countries have strengthened the intervention to higher education, higher education moves towards the industrialization operation situation, the relation between higher education and other industries is strengthened consciously, university's scientific research has been given more external norms. So university's scientific research system has changed greatly. At present, the level of the scientific research competitiveness has already become the important index of weighing the comprehensive strength of a university, how scientific research competitiveness of accurate appraisal university has already become the question that government, enterprise and university itself have paid close attention to very much. This dissertation is on the basis of summarizing the research and practice appraised in domestic and international university's scientific research, launch study to theory, method, course that scientific research appraise, the thesis emphasizes the theory is combined with practice, appraise the course in university's scientific research of key research, and combine the real data and carry on the application research..This dissertation consists of six chapters, and they fall into four parts:The first part is a preface (chapter 1). The preface part analyses of our country university scientific research appraise some badly in need of solution problem that exist in the work at present, has explained that the purpose of appraising system research of university's scientific research and realistic meaning, and analyzed the current situation studied and develop the trends in domestic and international university's scientific research of network.The second part includes the theory and method of evaluation (chapter 2), how to construct the system of evaluation (chapter 3) and application analysis (chapter 4). Scientific method and correct evaluative purpose are theoretical foundations appraised in scientific research, so this text has put forward the purpose evaluated in scientificresearch and basic principle at first in the second part, has explained the method evaluated in scientific research. The necessary data come from evaluative tools in scientific research. This text introduces main tools by three different data angle, such as index, website and official public publication.Effective evaluation was needed to set up on the basis of correct evaluative idea,so it puts forward the basic idea of the system at first in chapter 3------expansionaryevaluation, constructing evaluation, and classifying evaluation. Meanwhile, prerequisite and foundation of evaluative work are establishing the system of scientific evaluation, which is the key to doing a good job of evaluation too. The key research is the basic procedure which structures the system of evaluation, and draw lessons from a existing one ripe evaluative system is to give the basic structure of the system.In chapter 4 the method is to adopt reverse thinking to evaluate university's scientific research competitiveness in terms of fund project of national natural science, thus points out the negative effect by single standard, and puts forward the methods which improve scientific evaluation.The third part states the analysis of evaluating the management information system and design process especially (chapter 5). The overall goal it to set up one evaluative message platform that can be shared at network , thus accomplish such functions as the collection of information , managing and inquiring about ,etc. on Internet.The fourth part is a summary of the full text(chapter 6), which summarizes the research contents of the thesis , analyses the factors influencing university's scientific research evaluation of our country , and get out of the ways and methods to evaluate university's scientific research of our country.This text is one of the research results that "the humane social science research results competitiveness of Chinese university is evaluated" (03JZD0039-5) which is the sub subject of the great project of Ministry of Education.
