In recent years,most countries in the world have launched higher education development programming for long or middle term aimed at building world-class universities to enhance the global competitiveness of higher education.Chinese government has made a series of major strategic decisions to build the world's first-class universities and first-class disciplines in order to improve the development level of education and enhance the core competitiveness of our country.But what are first-class universities and first-class disciplines? At present,many institutions introduced different university rankings.For example,National University Rankings and Best Global Universities have been launched by U.S.News;World University Rankings have been released by THE(Times Higher Education)and QS seperatedly.In China mainland,China University Evaluation launched by China Academy of Science Management,the Aademic Ranking of World Universities(ARWU)released by Shanghai Jiaotong University and Evaluation Research Report of Academic Competitiveness of the World-class University and Research Institutions coming from the Research Center for China Science Evaluation(RCCSE)are authoritative evaluation methods.Such evaluation agencies have set up different evaluation index systems,including evaluation theory,evaluation method,evaluation indicators and evaluation scale.There are no evaluation standards and universal paradigms for the present.These evaluation index systems mentioned above usually take a lot of time,manpower and resources to finish the work.All the evaluations are based on the original data,and the data must be real.Actually,it may be hard for most of us to obtain all the original data for each indicator,especially research funding or teachers` incoms of universities,which will lead to inaccurate evaluation.Under such circumstance,after studying massive related literatures about the discipline evaluation,scientific research evaluations and the core competence evaluation systems,retrieving from the popular scientific evaluation databases-ESI and InCites,conducting two rounds of expert questionnaire and using the Analytic Hierarchy Process(AHP),the author creat an exact,quick and simple disciplinary evaluation index system and model on scientific research competitiveness according to the rule of accessing data easily,evaluating quickly and operating simply.This model can be used to calculate related evaluation indicator scores and find the advantages and disadvantages of universities quickly.The analytic result will help scientific research management department of universities understand the situation of disciplines and scientific research development.It is also a guide line for promoting disciplinary development and strengthening scientific research.This paper's specific research work and achievements are as follows:(1)After comparing with the existing universities rankings and disciplinary competitiveness evaluation,using ESI and InCites database and the principle of Delphi and consulting academic authoritative experts by quesitonnaire(including academic leaders and senior researchers in the disciplinary evaluation field,etc.),this paper establishes indicators of disciplinary evaluation system of scientific research competitiveness based on ESI and InCites database.(2)With AHP method and the data from the second round of expert questionnaire,the weight of the disciplinary evaluation system of scientific research competitiveness base on ESI and InCites is calculated.Then four models,which are disciplinary competitiveness model on scientific research,disciplinary output model,disciplinary influence model and international cooperation capacity model,are constructed on the basis of the evaluation index system.(3)9 Chinese high-level universities are chosen as benchmark to test feasibility of the constructed evaluation index system.With the four models established above,the paper analyzes and compares K university with 9 benchmarking universities from the aspect of disciplinary output,disciplinary influence and international cooperation capacity.Finally,the countermeasures used for disciplinary development of K university are given,which includes enlargement of university scales to to improve scientific research and innovation ability of graduate students,optimizing disciplinary layout and strengthening the construction of key laboratories,paying attention to top talents introduction and personnel training and accelerating international cooperation.
