Empirical Research On Student Families's Affordability And Subsidization Of Regional Colleges For Nationalities

Regional colleges for nationalities play important role in local economics, culture and education development, which also have a special function on nation unity and social stability of china. Since cost sharing theory was implemented in higher educucation of china, poor students in regional colleges for nationalities greatly increased , which has aroused broad concern of the whole society. This research concludes on the basis of the investigation and statistical analysis on student family affordability and subsidization of Hubei College for Nationalities: particularly poor students account for 28.4% of the total students of Hubei College for Nationalities, poor students take up 36.1%. The student whose father has higher Educational degree, whose family has better conditions in economics, then its family would have a little higher eduction supplies. Tuition has a marked positive effect on student families's educational supplies, nevertheless, college and relative subsidies have a marked negative effect on student family's educational supplies, which indicate that the student subsidies play an important role in reducing the affording pressure of the student families. Tuition functions much more important than the families's whole year's income in educational supplies, which demonstrates that tuition charging of Hubei college for nationalities exceeds the affordability of the student families. Whose family's locus has a much higher urbanization degree, whose father has a higher educational degree, and whose family has better conditions in economics, then its family would have an increasingly higher affordability to the tuition. Students from poorer families have much more possibility to seek for subsidies. Student subsidies make for alleviating the economical pressure of poor students, enable them to be absorbed in their studies. The work of student subsidies in Hubei college for nationalities helps some poor students to continue their studies to some extent, however it still exist some problems, such as lacking in policy propaganda,insufficiently transparent in the process of its operation,paying much more attention to rewarding excellent students, and so on. Like Hubei college for nationalities, location of five other colleges for nationalities also have backward conditions in economics, culture and education, and the government invest fewer in the higher education of these regions, consequently student families have poor affordability. Hereby, the author proposes that central and regional government should enhance financial investment in regional colleges for nationalities, reduce the tuition of regional colleges for nationalities and increase student subsidies; also regional colleges for nationalities should reduce the average cost of per-student, increasing the subsidies for the students on the premise of guaranteeing the teaching quality. Government and colleges should establish subsidy system for poor students which takes student loan as the principal part, formulate normative subsidy statutes and effective technique methods, make the subsidy work equitable and public. Regional colleges for nationalities should also strengthen the psychological counselling to the poor students, guiding them to be ambitious, independent and healthy development.
