With the development of economic globalization, there is a growingly profound awareness that the level of education of the educated and their future earnings are highly relevant. Higher education provides the necessary cultural capital for people access to good jobs to, with good jobs there will be a high income, high-income guarantee is an important factor for high quality of life. In China, for most people, the main purpose to receive higher education is to change and improve their social status, to increase their competitiveness and to fight for a better job. Rural students hope to be admitted to the University through self-struggle and then change the living conditions of the poverty-stricken families and themselves, which is almost the only way for them to change their social strata.The impact of higher education on the lives of the people enhances the people's investment ideas on higher education. Since China's reform and opening up, the income of residents changes greatly. The living standards of people improve constantly. Household consumption structure and concept change profoundly and it takes a qualitative leap in demand for higher education, which becomes a need of modern life. Therefore, more and more families are willing to pay for higher education for their children. However, demand is the need to have the capacity to pay. The residents'capacity of higher education to pay depends largely depends on the levels of their family income.With China's rapid economic development, the income of urban and rural residents increases substantially, so there has been some increase for China's residents on the affordability of higher education fees. But it is not strong as expected. China's college tuition is growing year after year, and it is the fastest-growing part in the source of funding colleges and universities. With the standard of continuous improvement on tuition, the proportion of the cost of personal burden becomes greater. So currently it brings about a big pressure on a majority of people. Fee level has exceeded the affordability of most of the residents. At the same time, due to the imbalance of income, the affordability of fees of all walks of life is also uneven. In particular, China's western rural families, their average income level is below China's average level.China's western rural region is one of the bottlenecks in comprehensively building our well-off society, and the level of farmers'cultural quality directly impacts on the economic development of western rural areas and their income levels. Many families hope to strengthen the western rural education, improving labor quality so as to promote the development of the rural economy and improve their living status. At present the cultural quality of the western rural labor force is generally low, the overall level of development of education is not high. Therefore, strengthening education is imperative to develop the rural economic and improve the income level of the farmers.This thesis uses empirical analysis particularly in the western rural areas and analyzes the capacity of the western rural families and individuals to pay higher education from the family income, consumption structure and education spending, and other point of view, integrating the status of higher education tuition fees. In theory, families and individuals in higher education investment behavior has its specific investment objectives, investment behavior and the impact of investment. From the demand side, demand is the need to have the capacity to pay. In the general sense, if the family income can not meet the demand for higher education, they would have been forced to give up higher education. However, in China, higher education on the impact of personal income is significant. The average income of higher educated population is well above that of the non-higher-education population. The gains of higher education are much greater than those of primary education. A person's income is different because of the size of human capital, that is, the higher level of education one has, the higher level of income he gets. The more future earnings Children with higher levels of education have, the more effectiveness or the greater extent of satisfaction they bring to their parents. Higher Education enables families and individuals access to economic interests, the interests of the community and individuals to achieve the aspirations of self-worth. Many families make the greatest possible to send their children to college in order to change the living conditions for their families in future, even at the debt. However, the sum of children four-year university tuition fees, living expenses and related costs, school supplies and related costs is a large number. It is difficult for the vast majority of China's western rural families to afford the costs. In practice, this paper analyzes performance and problems of the affordability of the western rural families and individuals for higher education from subjective and objective reasons, and comes to the conclusion: China's western rural residents'capacity to pay for higher education is very low. Finally, the thesis tries to find solutions to the problem. In addition to the solution many scholars introduced before, the thesis has made some corresponding measures for the special region- western rural region, where there are most poor students and most of them have the relatively poor learning conditions. In addition to Introduction and Conclusion, this thesis is divided into three sections: the first part, that is, the first chapter, analyzes the conditions and factors of affordability of China's western rural families and individuals for higher education at the present stage, using statistical analysis. The second part, that is, Chapter II, empirically analyzes the western rural families and individuals'capacity to pay higher education. The third part, that is, Chapter III, finds out the key corresponding reasons, then to explore some solutions to these problems from some questions about the affordability of China's western rural families and individuals for higher education.
