As the main force of Chinese scientific researchers, high institutions are exposing more severe competitions between. Being the core of these competitions, scientific research is being considered as more important high institutions. In correspondence of it, the evaluation of high institutions' research levels is given more essence. But meanwhile lots of criticism raises toward such evaluations. Divided into two groups, these include: one being the external adaptation, which is pointing to evaluations to present scientific level in high institutions, i.e., the defects in aspects of specific characters adapted to high institutions as main body of scientific work; the other being self-consistence, i.e., the defects of self-concepts and methods inevaluation, and in major situations being the latter. Starting with the core concept of "evaluation of scientific level", this paper mainly deals with critically borrowing ideas from advanced concepts and methods of evaluating scientific levels developed countries, via analyzing the particularity of high institutions as the main body of scientific work, the methods of evaluations to scientific work and the period of time. Finally, it brought forward that the evaluations to scientific level of nowadays high institutions must take external adaptation and self-consistence as the improving policy, i.e. The evaluations must externally accord with the particularity of high institutions as main body of scientific work, while internally perfect self evaluation method, the rationalized improving target can be achieved.
