The students' community affairs are parts of student work in the university. They always link with students' affairs and the student management. The students' community is a living region outside classroom which is on campus or around it, consisting of university students who are necessarily guided and administrated and students' dormitory as a main part, including palaestra and theater, study places, resident places and so on. The students' community has its special elements, such as its population, structure, location and psychology. The theory of learning community is analyzed as an important part in the research of community theory foundations. The problems of the students' community in China are revealed in such aspects as educational values, organizational structures, system building, personnel building. And their reasons are briefly explained. Through introductions of the experiences in the students' community construction in the USA, Germany, Japan, and Hong Kong and comparisons in work ideas, organizational structures, the ways and methods for student management, some beneficial experience for improving our students' community construction is gained. The students' community should be constructed with the ideas of service, learning, and development and principles of student-centered, democracy and autonomy, management and education, ideological political education. On the base of these ideas and principles, the organizational structures, personnel building, community education building, and community culture building for the students' community are analyzed. Moreover, it is emphasized that the organizations for the student work should be constructed in the community. The construction of the students' community should pursuit the principle of building the system step by step macroscopically and managing the university with its own specialties microcosmically. The concrete systematical measures to build the students' community are overall planning, carrying out organizationally, concluding, and feed backing. Finally, the evaluation work for the students' community is briefly explored.
