As the main body of universities and colleges, teachers are transmitters of scientific knowledge and moral norms, pioneers and architects of mental and material cultivations, and the leading force to build a harmonious socialist society. A good university depends, on a large scale, on its faculty, as we can see from some famous universities at home and abroad. Therefore, developing a competitive and quality faculty are always the starting point as well as the main task of the personnel management and ideological and political education in colleges and universities. However, the improvement in faculty quality can not be accomplished in one day;it is based on a series of long-term mechanisms.This thesis, therefore, based on systematic Marxist theory, attempts to expound the quality developing mechanisms in colleges and universities in three chapters. Chapter One explores the existing problems in the college and university faculties. Chapter Two analyzes the defects in current quality developing system in colleges and universities. The third Chapter discusses four mechanisms to construct long-term quality developing mechanisms in colleges and universities. The first one is teaching morals constructing mechanism, the key for quality developing in colleges and universities. The second one is training mechanism, the basis of quality developing. Incentive mechanism is the third one, which is the drive for quality developing in colleges and universities. The last one is security mechanism, which is a security for quality developing in colleges and universities.
