Quality assurance is like a mirror,through which you can see the problems of modern higher education.The self-quality assurance mechanism of colleges and universities is crucial to the guarantee and improvement of higher education quality.Since implementing the quality assurance mechanism for higher education in 1975,Taiwan has been continuously developing and optimizing,while ensuring the quality of Taiwan ’s higher education and promoting the expansion of the autonomy of institutions of higher learning.Chinese mainland is also in the midst of vigorously improving and guaranteeing the quality of higher education.It should uphold the spirit of learning with an open mind and actively absorb useful experience in order to reap the benefits of complementing each other.In the context of the self-evaluation system in Taiwan,this study carried out research on the theme of "Establishment of Self-Quality Assurance Mechanisms in Higher Education Institutions in Taiwan",hoping to inspire higher education institutions to improve their schooling and development characteristics,and establish self-quality assurance mechanisms in higher education institutions.Through the literature method,the policies and systems for the quality assurance of higher education in Taiwan are sorted out,and their development trends are summarized.In response to research needs,I participated in the exchange study program of Pingtung University in Taiwan from September 2018 to January 2019,interviewed relevant researchers responsible for self-quality assurance in universities,and obtained many rich research materials.Use the research methods of grounded theory to analyze the policies and regulations of colleges and universities self-quality assurance mechanism,use Nvivo11 software to statistically analyze the interview data,explore the internal relationship between Taiwan’s college self-evaluation system and colleges and universities self-quality assurance mechanism,and reveal the college’s The meaning,constituent elements,on this basis,further explain the specific connotation,characteristics,value function of the self-quality assurance mechanism of colleges and universities in Taiwan and its reference significance for the evaluation of mainlandhigher education.The research results show that: First,the self-assessment system of colleges and universities is an important guarantee for the establishment of self-quality mechanisms in colleges and universities,and it is also the basis for the establishment of self-quality assurance mechanisms in colleges and universities.Second,the self-quality assurance mechanism of colleges and universities in Taiwan includes two parts: program review and result review.The program review includes the following eight elements: self-quality assurance related methods,the organization and operation of the self-quality assurance steering committee,the appointment of visiting members Study,self-quality assurance projects and indicators,self-quality assurance support system,self-quality assurance results announcement and application,self-quality assurance process,self-quality assurance improvement mechanism;result review is divided into two levels: school level and department level,but The main contents of the two levels are basically similar,including the following 6 parts: self-quality assurance related methods and meeting record completion situation,interviewing committee selection situation,self-quality assurance operation processing situation,self-quality assurance result presentation and announcement,self-quality Improvement of guarantee results,self-quality assurance review.Third,Taiwan’s institutions of higher learning have gradually formed a new quality assurance mechanism based on internal evaluation and supplemented by external evaluation.Its focus is to promote the development of higher education institutions and establish a self-quality assurance mechanism.Taiwan is now gradually forming a quality governance mechanism that focuses on self-evaluation and supplements external evaluation with self-restraint,self-accountability,self-improvement,and self-development.On the whole,the self-evaluation system of colleges and universities in Taiwan has promoted the establishment and operation of the self-quality assurance mechanism of colleges and universities in the historical development.
