This thesis is directed by the theories of educational administration, schoolmanagement and the rules for the work of the teachers in charge,and combinedwith my 16 years experience of a teacher in charge in middle schools,summarizedand modeled on the chief systems of the manage thoughts in all times and allcountries, based on the reform practice and research results of the management ofthe teachers in charge. It comprehensively and systematically researches intoexecutive strategy and rationale of the chief teacher in charge system in the ruralmiddle schools to impel the present backward management of teachers incharge in these schools, construct the theory system of the chief teacher in charge.So, the thesis is mainly on the following aspects. The first part expounds the background on the implementation of this system,which is the starting point of the research. From 3 aspects, the thesis analyzes theimportance and feasibility of choosing this topic: First, with the evolution of thetimes, education calls for teachers in charge with high quality. Secondly, themanagement of the rural teachers in charge is in great need of innovation. Thirdly,my own experience can make up the lackness of materials both at home andabroad, as well as the research rareness in this field. And at the same time, itcontains the research of investigation and relativity on the management in ruralmiddle schools, the Quality Education, the characters of the teachers in charge,and envidences the practical significence and theory value of implementing thissystem.The second part explains some correlative concepts with this system, showsthe core connotation of chief teacher in charge. The thesis analyses the conceptsof rural middle schools and rural education, classes and teachers in charge,chieves and chief teachers in charge, chief systems and chief teacher in chargesystem. Though the resources and conditions in rural middle schools are poor, webelieve, this system can drive some teachers in charge to be excellent through thescientific research of management, then they will fan out from point to area, andat last consummate themselves and improve their work together.The third part mainly discusses the excutive strategy of this system. It takesJuancheng Experimental Middle School for example, and researches into thefollowing 4 aspects: first, stipulate the qualifications, duties and rights of theteachers who will be admitted. Secondly, operate the process strictly. Thirdly,consummate the necessary measures. Fourthly, assure actual effect. The systemexplicitly stipulates the implementation goal, plan, design, evaluation andemployment of the chief teachers in charge, inspection, rewards and punishment,exchanges and enhancement, and it has its specific demands. This thesis thusrealizes the dynamic assurance of the system by analyzing these aspects.The fourth part theoretically supports the essence of the system from severalaspects. It provides the rationale for the research into the intrinsic mechanismsand essential characters of management innovation. The thesis says that,according to Maslow's Theory of Need Level, the driving mechanism expoundsthe founction of carrying out this system, and the inherent regularity of jobenvaluation. It lays the theoretic foundation for a scientific and effectiveappraising system;and from the point of sustainable development;theindividual-based theory expounds the rationalization and inevitability of careerdevelopment and scientific education, which theoretically supports the researchinto the intrinsic mechanisms of the system;the open-management theory is nowchallenging our intermediate strata's management in schools, and it will surelyprovides a new theoretic angle for annotating why this new system will surpassthe traditional one.In the end, the thesis summarizes the research conclusions which have alreadyobtained, proposes some related topics that we should continue to concern about,and identifies what we will go on to do with our research.
