School Chief Information Officer(SCIO)is a new full-time post set up to solve the existing problems of the developing progress of basic educational informatization in our country.In order to promote the professional popularization of this post,the file about development planning of the education informatization from the Ministry of education clearly pointed out the need to set up SCIO in schools of various levels,universities and other schools have a certain scale to establish the information management and service institutions.But because it is still a new thing,information work of school is relatively complex,so there are few studies on these issues,such as,what functions should the SCIO fulfill,what competencies are available and how to evaluate the effectiveness of the post? Therefore,this study takes the Information Officer of primary and secondary schools as the object and introduces the concept of competency.By constructing its competency model and job performance model to explore the relationship between competency and job performance of SCIO,so as to provide some reference for the post mechanism and personnel training of information supervisors in primary and secondary schools.In this study,we firstly summarize the job responsibilities of SCIO by means of questionnaire and literature research.And according to the responsibility-competencies matching ideas to find out the competent characteristics and work performance indicators of SCIO.Secondly,expert consultation is used to confirm and revise the indicators of competence and performance through the Delphi method.And exploratory factor analysis was developed to construct the competency and performance model of SCIO in primary and secondary school.The competency model is divided into three dimensions: information technology professional knowledge,information management competency and personal influence.It contains 25 contents including information strategy thinking ability,digital learning ability,information technology monitoring ability emergency response ability,mission sense,etc.The work performance model is divided into three dimensions: information taskcompletion performance,information relationship management performance and information development innovation performance.It contains 15 contents including information teaching environment construction,digital education resource construction,information technology education application,leading call,and school information development scale,etc.Then,AMOS software was used to verify the structural validity of the model by validating the analysis of the formal questionnaire.Finally,the relationship between the competence characteristics and work performance of SCIO is discussed.Find that the competency characteristics are significantly correlated with the performance of work performance.And the information management competency can have a significant predictive power for the performance of information task,the management of information relationship management,and the development and innovation of informatization.The influence of personality has a significant predictive power on the management of information relationship management,but the ability of informationization management is more predictive of the management performance of informationization relationship than the personality influence.
