With the strengthen of the training and employment of student football umpire, student football umpire can judge the competition by oneself,whereas, single umpire in drastic competition, hard to avoid missing judge or wrong judge for running or choosing the wrong position, as a result, which bring troubles to the organizer and the player, bad to the further development of the football sport. So, by analyzing and investigating the single umpire system, combining to the fact of training the undergraduate football umpire, referencing the items International Federation of Association Football(FIFA) formulated in pushing the experiment fo double umpires, I bring forward and formulate the method of double umpires, and has experimented in the competition in our school, about to be the reference of the reformation of university football. This article take the double umpire as the investigation content, experiment the competition under these two judgement systems, use the software SIMI to analysis the running distance of the umpire in the kinescope of the competition, educe data, compare the differences between these two judgement system. The experiment was dispart into two groups, one was judged in single umpire system, with the other one judged in double umpire system. Double chief umpire system is a new judge system, in this article I boldly bring it into the university football competition, and take the single umpire system as contrast, discussed the advantage and the feasibility of the double chief umpire system.Major conclusion:4.1 The two referees in charge of the direet line field,in which the division of duties is equal ,just and clear,the regulation of cooperation is generally specrfit,flexibly coordinateel and easily operateel:it has the charaeters of reasonable choice of location,coming home in time;sparing physical strength ; expanding the angle of observation ; carring out the rules together consolidately in the no–ballfield.4.2 The double major refrees may support rach other and negotiate to correct mistakes.So it can help control the emergencies and deal with the aceidental situation,and at the same time keep both ball filed and no-ball fild ander observation to reduce such influence of the subjeetive factors on the results of judging penalties that it can solve in systerm the problem of breaking the rules under cover in addition to the negective judge involved in the blind field in the charge of the single refree.4.3 Two referees stand no matter in the middle of the field or in the way to goals in a obligne line as to decrease the ran to and for of the single referee,which reduce the half physical force the single referees.It is more forceful to control the suiftly transferring the scene of the two poopnonts attacking and defending.So that the referees effete of judging punishment attain the best.4.4 The running location of the two referees are simply coordinated helpful to learn and suitable for the collge league football matches especially which worths appreciation in cultivating yong refrees.
