Our country's funding for higher education increased continually from 1980s, and the scale of higher education expanded rapidly. Funding for the research university is an important part of government's financial policy. Especially with country's "211 project" and "985 project" being carried out, the government has funded for research universities with a large scale every year. Necessarily government need to evaluate the performance of these universities based on public funding.In order to measure the efficiency of government's funding for these research universities, we should reveal the relations among research universities, government and society. The development of research universities is coinaged with government's demands, but also they had collisions. So the government's financial policy should consider this distinction. Research universities' outcome could be described in different ways , such as tangible dimension and intangible dimension or educational dimension and R&D dimension. The paper analyzed activities of research universities with their course and feature , then modeled the university activities. By researching performance evaluation of universities in our country and abroad, the paper made a performance evaluation system for the development of research universities from educational dimension and R&D dimension. This system emphasized the efficiency of government's funding.By using this performance evaluation system, the paper tried to construct a government's funding formula for research universities, and carry out some policy advices. I hope this funding formula could improve government's financial policy for research universities, and improve government's funding efficiency. In another way, government could guide research universities' development in a scientific way.
