Research On The Graduate Funding Policy Of Huazhong University Of Science And Technology

Graduate funding policy plays an important role in the basic material guarantee of research and life for graduate student, and improving the quality of graduate education. The key point of the reform of postgraduate education system is the reform of the graduate student funding system, since 2006, the reform of postgraduate training mechanism in China has been a pilot and steady progress. By 2014, the reform has been generalized to all the universities and institutes in China. As the first batch of reform pilots of colleges and universities, the reform of graduate education mechanism of Huazhong University of Science and Technology has achieved a smooth transition. The thesis of it is conducive to a comprehensive understanding of the achievements and shortcomings of the policy of Huazhong University of Science and Technology graduate student funding. What is more important, it will provide great reference significance to improve the policy of graduate student funding and improve the quality of graduate education.This thesis reviewed the relevant literature at home and abroad, reviews the background of the reform of China's graduate funding policy, analysis of the theoretical basis and value of the research funding. On the basis of a preliminary understanding of the formation of the national graduate student funding, through the access to the relevant documents of the Huazhong University of Science and Technology graduate student funding policy, the paper achieved a comprehensive review of the historical changes and the existing policy framework of the policy of Huazhong University of Science and Technology graduate student funding policy, from three aspects such as the formulation method, the fund management mode, the policy supervision and the feedback mechanism, and so on. Meanwhile, through the use of empirical research methods and a survey of 1512 graduate students and the graduate student financial assistance, graduate supervisor and graduate student tutors in the ways of questionnaires and the others. From the survey results, the implementation of the Huazhong University of Science and Technology graduate funding policy is excellent in the protection of the basic life of the graduate in general. However there are also some problems, such as the incentive mechanism of moral evaluation index is a mere form, some quantitative indicators are difficult to carry out and some evaluation index "one size fits all"; the supporting measures in supervision mechanism is insufficient; the audit work in the security mechanism is less than necessary; post loan management lack of professional personnel and difficulties such as subsidies publicity work.According to the data analysis and the results of the interview survey, the measures of improving the policy effect should be like: the implement of the "one vote veto" system in the moral quality evaluation; the optimization of evaluation mechanism in the aspects of quantitative indicators and scientific classification evaluation indicators; the perfection of supervision mechanism of R&D allowance and training mechanism of teaching and managing assistant; improvement measures of the its incentive and restraint mechanisms with follow-up support measures; the implementation of the loan audit work; improvement of loan management and the broaden of application channels; improvement of the level of subsidy for security mechanism and so on.
