In 2013,China's "Opinions on Improving the Investment Mechanism for Postgraduate Education" was released.The publication of this document marks that starting from the second half of 2014,all colleges and universities will not only charge tuition fees for newly enrolled graduate students,but also begin to implement postgraduate admissions.New graduate awards policy.The purpose of the new funding policy is to encourage students to study harder and do research on the basis of guaranteeing students' basic living expenses,but in the process of policy implementation,due to the understanding of the colleges and universities,the geographical location and the location There are differences in the economic development of the region.The new funding policy has certain problems in the implementation process,and the original intention of its establishment has not been fully realized.Based on this,the paper chooses to study the implementation status of local university graduate funding policies,understand the policy implementation methods of various universities,and provide guidance and suggestions for policy makers and implementers to better promote the realization of policy objectives,and also promote policy.The receiving group is better able to recognize the preferential conditions brought about by the policy and the incentive effect of the policy on itself.This thesis mainly uses literature research method,questionnaire survey method,interview method and comparative research method to understand and analyze the implementation status of Tibet University graduate student subsidy policy,in public policy process theory,public product theory,two-factor incentive theory and education cost sharing theory.Based on the analysis of the problems and causes of the implementation of the subsidy policy in Tibet University,and propose measures.Through the collation of the questionnaire survey data and interview data,it is found that the implementation of the graduate student subsidy policy of Tibet University has achieved a series of results,which is reflected in the students' satisfaction with the current funding policy;the scholarship scholarship coverage is wide,which stimulates the students' enthusiasm for learning.The school has a relatively complete tutor accountability system and tutor subsidy system;loan projects based on student loans can basically meet the needs of students with more difficult family economy.However,in addition to seeing some of the effectiveness of the funding policy in its implementation,it should also find its shortcomings.For example,the funding standards for funding policies are not clear enough,the funding projects are not rich enough,the funding needs to be improved,the publicity is not enough,the scholarship is not timely,the evaluation criteria lack flexibility,the supervisory body has not yet fully functioned,and the lack of a complete evaluation process..At the end of the thesis,the author puts forward that the Tibet University's perfect graduate subsidy policy system should be optimized from four aspects: policy formulation,policy implementation,policy supervision and policy evaluation.In terms of policy formulation,we will clearly define the relevant standards for funding policies,enrich the types of scholarships,and increase the amount of funding;increase the promotion of funding policies and study style education in policy implementation,rationally divide assessment indicators,and improve the “three assistance” positions.Relevant management system;in the aspect of policy supervision,we should give full play to the role of the supervisory body and improve the transparency of policy implementation;in the aspect of policy evaluation,we must improve the evaluation management system for the use of scholarships,and strengthen the evaluation of the front,the middle and the post-help.management.
