In 2002, "The People's Republic of China's Non-governmental Education Promotion Act" was passed by the ninth standing committee of the National People's Representatives, in which is clearly written, "on non-governmental education,China sticks to the policy of active encouragement,great support,proper guidance and implementation in accordance with law". It has had a series of non-governmental schools in Kunshan, which ranges from Kindergarten, Primary Schoolsjunior schools, Senior schools to University. Among the non-governmental education, it is mainly related to the junior school education. The paper presents the comparison and analysis on the differences between Public Schools and Non-governmental Schools in Kunshan urban and it also puts forward the author's own viewpoints.This thesis includes six chapters.The first charpter introduces the current situation of Public Schools and Non-governmental Schools, proposes the background of this research topic, the meaning and methods adopted.Chapter two describes the current situation and the problems of Kunshan educational development and also analyses its questions existing in developing Junior School.From chapter three to chapter five are the core content of the paper. They mainly describe three parts by investigating Kunshan No.2 Junior School,Gejiang Junior Schools and Xiufeng Junior School in Kunshan. The first part proposes two kinds of schools' systems, such as the schools' regulations, the right and obligation of the schoolmaster and the school institution, etc. The second part mainly presents the teachers which includes the general situation of the teachers, etc. The third one shows us the students' situation,which includes the students' family background, the students' enrollment and the management,etc.The sixth chapter is the last one of the paper. It presents the author's suggestion on how to solve the existing problem of the two kinds of different schools education in Kunshan according to the following three aspects, such as.education authority, educators and the parents, etc.In a word, the thesis compares with two different system schools in Kunshan, proposes some countermeasures that two kinds of schools develop together. It will also play a role in drawing lessons from the similar schools of other areas.
