With the creation and consolidation of the socialist market economy in China and the implementation and advancement of Quality Education, the reform of educational administration has become increasingly scientific and democratic. The development of the NGEQE is a response to the new challenges in education. This paper provides a description of NGEQE and its research and also a comprehensive look at assessment from definitions to practical suggestions and political implications.NGEQE is in its infancy in China. The paper is mainly concerned with the basic theory and practice of NCEQE and problems associated with its growth. An attempt is made to answer three questions - What is NGEQE? What is the significance of government policy in encouraging and developing NGEQE? and How is NCEQE to be developed further.The paper is in six parts. The Foreword describes the content, range and methods of research. Part One outlines the research of non-governmental evaluation of education. It sums up the findings and the problems that exist showing clearly the directions being taken. Part Two discusses and defines NGEQE. Part Three analyses the significance of NGEQE. Part Four surveys non-governmental evaluation of basic education in the United States and attempts to identify matters relevant to our own situation. The last part, Part Five, explores the ways of establishing NGEQE. Recommendations for workable strategies and what kind of role the state will take in developing NGEQE are offered.The following three points are major findings of the investigation. First, a definition of NGEQE today is given. Second, there is a description of the position of NGEQE in U.S. Third, the paper explores ways of developing a new mechanism for NGEQE in China, which includes a discussion on public access to information about schooling, public debate and parental discussion on issues in education, including higher education and the role of employment departments. Also discussed is the mechanism through which recommendations from public debates may be adopted by the government and policy making bodies. The paper also offers some proposals for legislation to enhance the progress of NGEQE in China.
