Since 1980s, human quality has been an issue holding the attention of the whole world, so each nation has set about studying and laid stress on teacher development. Currently, INSET (in-service education and training) has increasingly been seen by many countries as a key element in strategies to raise the quality of education and student development. With the initiation of the curriculum reform in China, the research into INSET has aroused more and more concern.The weakness of English education in rural areas has been a long-standing problem, and the reason varies. For seeking the solution to the problem, the author made surveys and interviews on various aspects of the English teachers' actual situations in four counties or cities of the northern part of Fujian province, gaining abundant first-hand data. At the same time, the author went deep into classes in rural schools to observed the classrooms from different points of view, trying to find out where the problems exist, and sorted out and analyzed the data from classes. On the basis of it, the author made a beneficial exploration into the professional development of English teachers in rural schools by using the research fruits from home and abroad as a reference.This paper proposes a "Three-Step" Training Model and six basic approaches to promote teacher development, which are based on the literary review, surveys and interviews, analysis and discussion of the data, and the state of rural teachers. The mode was repeatedly tried and gained a satisfactory result in county-level training. Try the path of "professional knowledge coming first, theory and scientific research following, training models varying, life-long learning lasting unceasingly" towards English teachers' professional development in rural areas, The author holds the view that we should proceed from the needs of teachers, take regional factors into consideration and make feasible plans in INSET.The author believes that this paper will be of help to the exploration of INSET in the context of curriculum reform.
