With the method of modern communication and internet technology, the third generation of Distant Education which realizes the educational transmission through time and areas has developed rapidly globally. China initiated Distant Education and has achieved tremendous development. Distant Education has become the main method for adult education and life-long education and attributed a lot to the system of popularized higher education and life-long study.Whereas with the development of Distant Education, the high rate of dropping-out don't gain enough attention rate of dropping-out has done harm to the establishment of harmonious society and development of Chinese education.The thesis tries to analyze and study the present condition and characteristic of dropping-out on the base of investigation into the distant educational situation of dropping-out from 1999 to 2004 of Xian Ning TV University and discusses the resulting variables and how it runs. The thesis raises the mode of dropping-out and seeks for the solution.The investigation manifests the high dropping-out rate of the vocational students adding up to 21.89% per year; the dropping-out concentrates on the first year and account for 82.5% of total drops-out. The dropping-out rate of Distant Education three times higher than that of the other types of TV Education and fifty-four point seven than that of regular university.From the analyses of basic level Distant Education, the elements of dropping-out is synthetically divided into two categories: the element of the individuals and the element of the educational system. The former includes the learners' educational background, surroundings, psychological background, and so on. The latter includes teachers, supporting service system and learning strategy, and so on.The author has analyzed these factors and gained three variables that affect the students of Distant Education: the characteristic variable, the surrounding variable and the school variable. The thesis raises the dynamic mode that affects the basic level TV education through the integration of the research abroad and the characteristic of Chinese Distant Education.In terms of the mode, the students of inferior characteristic elements are apt for the edge of dropping out if they confront with the dramatic surrounding alteration or the side effects of the elements of educational organization. Therefore, to some extend the dropping out of Distant Education is inevitable. But we can, by no means, do nothing about it: psychological condition can be improved, taking cognition and technology for example; The improvement of the organizational variable of school can activate the characteristic variable and surrounding variable, on which the author raise the methods to diminish the rate of dropping out: alternating of the concept of teaching and learning; cultivating the students learning strategy to enhance the ability of study; reinforcing the consciousness of service perfecting the supporting system for learning; reinforcing the educational technology training and the ideology instruction; perfecting the curricula; paying more attention to the instruction to the freshmen to facilitate the students' debut; offering more human care to the students.
