To improve the phenomena existing in Shanxi Normal University's Distance Education Learning Center that the students always have little enthusiasm and are inefficient in their studies with the poor teaching quality, this paper, based in the status of the tele-education in Shanxi Normal University, analyses and practice the learning organization theory of the implement in the tele-education. Through the use of distance education theory, the theory of educational and conducted an in-depth study to analyze the organization theory, in the original study, based on a teaching model to the learner-centered teaching-learning model.Based Distance Learning Center Survey, mainly centered on establishing a network-based networks and network-based learning environment designed to study two groups of teaching-learning model. Through the help of investigation, interview feedback effects by means of distance education model for the learning-teaching model in the application of the results obtained in the process of analysis and general unity. Expect to be able to use this mode of teaching good solution to the problems that exist in current teaching and mobilize the enthusiasm of students. Students play the principal role of students to achieve self-management, so as to foster a good atmosphere for studying.Teaching-learning model of a satisfactory teaching, and make full use of network resources, play to the advantages of modern long-distance education so that the trainees to maximize the exchange of information to achieve maximum use.
