This study has looked back the development stages of vocational education (especially the vocational education since 1980's), and summarized the achievements of vocational education in the construction of policy and system, education research, method of running a school, level and scope of running a school etc. item-by-item during the twenties years in China; whereas, by the point-by-point comparison with the vocational education in developed country, the laws and regulations about vocational education in current China are faulty; the education system is close and the level of education is very single. The scientific development theory system of vocational education with Chinese characteristic can only be constructed on the basis of continuous summarizations about experiences and lessons in the development of vocational education, surveying and directing the development of vocational education with scientific concept, meanwhile, using the overseas successful experiences of vocational education for reference, and subliming the results obtained from the education practice. Therefore, after the analysis of the problems existed in the vocational education and the reasons for these problems in China, and using the overseas successful experiences of vocational education for reference, aiming at the current condition of poor understanding about Chinese vocational education, inadequate investment of national education capital, outdated concept and mode in running a school, laggard theory research about vocational education and problems occurred in the construction of teacher teams, solutions and countermeasures have been suggested in practical level, such as improving the propaganda, researching the strength of vocational education, constructing the investment system of multi-education and open education mode, reinforcing the construction of teacher teams etc. In which some of the solutions had been carried out in Guangdong Baiyun College and good results had been acquired, all these have made a profitable research to the favoring development of vocational education in China.
