The general high school education is the local accurate public product, it has great exterior. In some developed countries, general high school education is the compulsory education, and the governments assume the responsibility of the investment. At present, the general high school education is not the compulsory education in china, A pluralistic investment structure that the government, residents and social organizations make the investment together should be adopt, and the government should the role of the investment. Since the end of 1990s, China has reached the goal of popularizing nine-year compulsory education basically. The higher education has realized the popularization. On this basis, popularizing the general high school education is the next goal of the educational reform and development in china. As a fact, the general high school education resources are deficient seriously, especially high-quality ones are far from meeting demands. Accelerating the development of the general high school education has been the common sense in china. To accomplish this, the input to the general high school education must be increased. Financial difficulties of basic education and funds shortage have always been one of the main obstacles of educational development in china. In recent years, with the promotion of the reform of the rural taxation and the implementation of " one fee of school " of rural compulsory education, The fund input responsibility of rural compulsory education is mainly taken at county level as the core. These reforms have given a great discount to general high school educational ability of fund input. The countries are unable to bear this role of main undertaker of education funds of general high school any more. The shortage of the input of the general high school is becoming sharper. It has become the " bottleneck " of the education development in china. Luotian County of Hubei province is in the hinterland of Dabie Mountain. It is one of the poorest counties in china. However, Luotian country is backward in economy and financial poverty. It is advanced in basic education. For a long time, the government and the educators of Luotian are painstaking efforts, running schools hard and thriftily. They are exploring constantly on solving the shortage of fund input of general high school. Many experiences and lessons have been accumulated too. Absoluting these experiences and lessons in time, as to solving the shortage of l fund input of general high school education in china, is beneficial. The main conclusion is as follows, (1)12 -year compulsory education should be undertook, make the general high school education one part of the compulsory education . (2)Impose the educational tax . (3)Define the financial education investment responsibility at all levels, adjust the structure of the national expenditure, guarantee the state finance increases fund input to the general high school education according with the law. (4)Perfect the transfer payment system of financial funds, strengthen it to the input in the general high school education (5)Innovate the investment system of the general high school, let the state-run general high school and the non-state ones develop together. (6)Use the financial means to raise funds input to the general high school education rationally. (7)socialize educational resource and social resource are used for general high school education. (8)Make difference of general high school charge, and the governments should balanced the economy gap between different schools at the same time.
