The development of sports fund, with a history of more than one decade, once made important contribution to the sports undertaking in our country. But with the further development of sports and the approaching of the Beijing Olympic Games, Certain drawbacks in fund-raising, investment operation have begun to appear. Its investment operation is an important content of sports Capital market, guaranteeing the development of athletic sports and Construction of sports insurance. Nowadays there is a gradual reform in the policy of sports fund investment share markets and other financial markets, So how to invest and raise funds to achieve value preserving and appreciation is also becoming a great concern. A detailed study on the raising, investment and expenditure of our country's sports funds over the past ten years has been made by means of documentary literature, interviewing experts, logical method and mathematical statistics. This thesis falls into five parts, systematically and comprehensively expounding on the current situation in sports fund accumulation. Firstly, this thesis deals with the concept, characteristics and investing principles of sports fund. Then it, starting from the expenditure and investment of sports fund in the current situation, analyses in detail the factors which lead to the slow accumulation of sports fund accumulation—the effects of the investment return change of the financial investment tool on sports fund investment, the effects of system reform and weakening sponsorship from businesses on the social donation of sports fund, the over limits in sports fund and the increasing expenditure of sports fund caused by the increasing amount of insurance for the disabled or injured athletes or the increasing number of those who gain scholarship and allowances. Lastly, based upon the above analysis, Some Countermeasures have been given as follows: reduce part of state-run corporate shares to increase the accumulation of sports fund, pay more attention to sports fund in terms of policy; set up the fund-allocating center focusing on sport fund management to secure the stability of the social donation or raising of sports fund; diversify the investment in sports fund, reduce risks and increase incomes, set up the investment fund in sports industry in accordance with the characteristics of our country's sports before 2008 Beijing Olympic games and set up specialized companies for sports fund management.
