The Attempt Analysis On Independent Operation Of Colleges And Universities In China

The independent operation of colleges and universities refers to the power of colleges and universities to deal with internal matters of their own independently. This concept is an idea as well as a principle of higher education management which has developed in the reform of our country's higher education from 1980s. Compared to the concept of autonomy of colleges and universities in western countries, this concept differs from it on backgrounds, developing trends and contents. But they share the ultimate core idea that is, macro regulation and control should combine with autonomy of colleges and universities to actually achieve the independent operation while neither the government should not completely control colleges and universities nor colleges and universities should not completely self-regulate. Implementing the independent operation of colleges and universities is the essential requiry of the development of our country's economy as well as the inevitable option of self-development of higher education. In recent more than 20 years, there has been much progress with regards to the independent operation of colleges and universities. However, the power has not been completely implemented due to delayed traditional ideology, lack of legality, single mode of traditional government's management and defect of internal operating systems of colleges and universities. To sum up, we should establish a new concept of running colleges and universities and put forward countermeasures from two angles of government and colleges and universities based on the situation of our country and using the features of operating modes of independent operation of colleges and universities in developed countries.
