Problems And Counter Measures To Government Sponsored Scientific Research Fund Management In Colleges And Universities

In order to improve the performance of government sponsored scientific research fund (GSSRF) management in colleges and universities, This study strives to reflects comprehensive problems of GSSRF management in colleges and universities, deeply analyses the causes of all the problems, finally find out the new direction, new content, and new method for the innovation of the management of GSSRF in colleges and universities.The object of this study is the management of GSSRF in colleges and universities. Problems and improvement tools are discussed. Literature study, sample case analysis, comparative analysis and interview technique are all the research methods in this study.On the basis of analysis and integration of studies on GSSRF management from colleges and universities, with the management practices and reforms of Guangzhou University of Chinese Medicine, this study reflects comprehensive problems of GSSRF management in colleges and universities, by comparing with different management modes and results in different periods of Guangzhou University of Chinese Medicine, which also offers counter measures for the existing problemsThis thesis is divided into five partsIntroduction is the first part, covering the background and objectives research significance, the basic concepts of government sponsored scientific research fund, research plan.The second part is about six problems of GSSRF management, namely budget planning and enforcement, cost accounting, supervision, final account and evaluation, fund surplus and assets, and their five causes. First, some project staffs are chasing wealth and fame, without positive and practical working attitude. Second, some project leaders are not consciously aware of contract principle. Third, there are not suitable and complete management systems for project funds in some colleges and universities. Fourth, there is no uniform account and financial systems for GSSRF management. Fifth, there are unreasonable restrictions of GSSRF expenditure in existing management.In the third part case study of GSSRF management in Guangzhou university of Chinese medicine is conducted, summarizes the government sponsored scientific projects and their financial situations, and the experience of GSSRF management in Guangzhou university of Chinese medicine, and analyzing the existing problems of GSSRF management of this university.The forth part discusses counter measures of the existing problems of GSSRF management in colleges and universities, in order to improve the quality of GSSRF management. There are six aspects for improvement. First, the management system of GSSRF should be established and improved. Second, budget and balance and daily management of GSSRF should be strengthened. Third, controlling of the funds surplus should be tightened. Fourth, the principle of "specific funds for specific expenditure" must be appl ied thoroughly. Fifth, full cost accounting should be discussed thoroughly and accelerated for research projects. Sixth, complete and reasonable performance evaluation system should be set up.
