Research On The Current Situation Of Autonomy Of Public Universities In Jiangsu Province

Under the planned economic system,the government directly manages colleges and universities.Institutions of higher learning don't have autonomy at all.With China's economy changing into a market economic system,the government's management increasingly becomes out of touch with reality,institutions of higher learning calling for more autonomy has become increasingly louder voices.Scholars from all walks of life study autonomy of university,mainly from the following aspects:the focus on university autonomy in the selection,development,the current situation and the future;Focus on the government,the universities and the three main markets;Comparative perspective,at home and foreign countries,history compared with the current situation;Focus on the meaning of university autonomy and identities.The emergence of university autonomy is of necessity and significance.The development of autonomy embodies enrichment in theory and progress in practice.In theory,national policy update in the contents of the text,supplement and the legal provisions of the autonomy of the schools.In August 1998 the Standing Committee of National People's Congress through the"People's Republic of China Higher Education Act",which started in 1999."People's Republic of China Higher Education Act,"The 30th term provides that:"the establishment of institutions of higher learning since the date of approval,they obtain legal personality.The president of institutions of higher learning becomes the legal representative.Article 11^th provides that:"Higher education should be oriented society,run on their own in accordance with the law,on the basis of the implementation of democratic management."Thirty and thirty-eighth articles of the institutions of higher learning specifies seven aspects of university autonomy."Based on social needs,university conditions and the university size the state approved,makeenrollment program,self-regulate the students proportion of department.""Colleges and universities independently set up and adjust professionals and disciplines in accordance with the law.""According to the teaching needs of colleges and universities,development educational programs and select materials,organize and implement teaching activities select independently.""Institutions of higher learning carry out scientific research independently in accordance with their conditions,development technology and social services.""Institutions of higher learning have the right to cooperation with overseas cultural exchanges and cooperation in science and technology independently in accordance with the provisions of the country.""self-determine teaching, scientific research,administrative functions such as the internal organization institutions's set-up and wages distribution,according to actual needs and the principle of the effectiveness;in accordance with relevant state regulations,evaluating the positions of teachers and other professional and technical staff,adjusting the allocation of allowances and wages.""self manage and use property organized by colleges and universities,the donor property,financial assistance provided by the State in accordance with the law."How about the implementation of the seven aspects of university autonomy in the situation? The research methods mainly include interviews and a literature study.The author interviews universities leaders and middle-class management clerks publicly,interview conclusion shows that:in addition to scientific research and international cultural exchange of university autonomy which are better implemented,other basic autonomy has not been fully implemented.Through analysis of the seven autonomy of colleges and universities, the major obstacles which hamper implement of the autonomy include:The Government has not been completely change management functions;there are some questions in the course of the management of colleges and universities.The questions mainly embody the following aspects:party and government in a confusion way,irrational distribution of power in university and college;Professor and teacher participation in decision-making becomes a mere formality;Academic power and administrative power keep imbalance; Colleges and universities are lack of supervision;The modern university system and internal quality assurance mechanism has not been completely established;The law is inadequate.To address this series of problems,the measures which guarantee implementation of university autonomy are below:transformation of government functions and strengthening the government's macroscopic regulation and control;The establishment of colleges and universities self-restraint mechanism;The establishment of a modem university system;Strengthening the legal system of higher education.
