Economic development is driven by science & technology. However, an equal amount of resource input in science & technology result different economic growth. The idea that innovation is the source of a organization survival, evolution and competence has been accepted by more people. With the globalization of economy and the fast development of new technology based on the information technology, innovation process begin to rely on institutionalized R&D organizations and perfect tech infrastructure. Nowadays, many countries have set up research and innovation central based on university or public research institution.Science and technology innovation capability becomes the key factor to the sustainable economic development after China has made a great progress both in market economy reform with socialist characteristics and comprehensive national power. China is promoting the building of national innovation system and carrying out the national prosperity strategy through the development of education and science & tech. During this course, China has establishes some key laboratories supported by many universities, which contribute indispensable functions to the special talents cultivation, subject evolution, R&D innovation, knowledge communication and dissemination as well as counseling service and R&D administration system. But, the operation and management of these China's university key laboratories has being at its early stage of construction, demanding for improvement. Moreover, the function position and its operation mode or mechanism of key laboratories are mainly expressed with some rules and regulations or cases experience without further theoretic analysis. Still, the performance evaluation of key laboratories has not been paid enough attention and the relative empirical studies are fewer.This paper introduces the practice of university innovation center in the United States, summarizes the history of corresponding parts in China, suggests that more key laboratories would come in being with fast growth of Chinese economic development and deep reform both in sci-tech system and higher education system. It discusses the function position of key laboratories in three areas: sci-techmanagement institution innovation and optimization distribution in sci-tech resources, subject establishment and senior st6aff cultivation, and society service. It explores the realization pattern and operation mechanism of key laboratories, including function realization principles, the interact between CUIC and the university, the environment or other institutions. It illustrates key laboratories management practice from macro and micro environment view and describes the contents of the operation mechanism. According to the comparison of innovation capability and innovation potential, it suggests a framework of stimulation and performance evaluation on CUIC. Also, the paper makes an empirical study with the data of key laboratories in Hubei.The paper includes six parts. Part 1 starts with the introduction of the study background and research methods, followed briefly by the content structure. Part 2 takes the laboratory as the case, describes the practice of university innovation center in the United States, analyzing the evolution stages of China's university innovation center. Part 3 and 4 discuss the function, operation mechanism and performance evaluation of key laboratories. Part 5 makes an empirical study with the data of key laboratories in Hubei. The final part ends with conclusion and the further discussion.
