On The Financial Allocation System Of Hunan Provincial Ordinary Institutes Of Higher Education

The system of financial allocations of higher education is not only the operation system of higher education resources, but an important policy to guarantee the input to higher education and implement the development strategy of higher education as well.Taking into consideration such problems respecting the financial allocation system of Hunan provincial ordinary institutes of higher education as the shortage of the total amount of financial education funds, the seperation of the ownership of financial funds from duties and responsibilities, the pluralization of financial allocation systems, the defects in the mode of fund allocation, the lack of an intermediary agency to assess allocation and achievement, and the little success in independent school-running, employing such research approaches as the documentary method, comparison and exemplification, the thesis puts forward some suggestions on the reform of the financial allocation system of Hunan provincial ordinary institutes of higher education on the basis of analyzing the theories and achievements of the financial allocation system of higher education at home and abroad. First , utilizing many kinds of channels to raise the fund while increasing the input in finance fund; Second, on the principle of intergrating ownership, management and responsibility, steering the input of fanancial allocations to ensure clear and high-efficient financial allocations; Third, establishing a new mode of financial allocation, leading competition mechanism into the assignment of special funds by combining unit declaration with expert assessment; while assigning the regular financial allocations by a new means of introducing several parameters according to the standard number of students; Fourth, improving the system of budget-management of the department to realize the unity of education duties and responsibilities and the ownership of financial funds; Fifth, setting up a committee of financial allocation to higher education as a "bumper" to deal with the allocation affairs of institutes of higher education; Sixth, establishing an appraisal agency to strengthen the distribution, the supervision and control of the utilization benefits and performance appraisal of financial allocations in Hunan provincial ordinary institutes of higher education with the combination of performance appraisal with financial allocations.
