The fourth plenary session of the 16th communist party central committee proposed a great strategic policy constructing the socialist harmonious society and also put forward a higher goal for the development of various fields of our country, and we have to examines the present educational system to construct the educational ethics standard of this times. Faced with the present situations in education of China, we have to refine the Connotation, function and its characteristics of this times of the educational ethics, and we have to base on the past to go over the Chinese and foreign development history of the Chinese and foreign educational ethics in a Longitudinal view and pay attention to the present to compare the Chinese educational ethics with that of the foreign countries in a Crosswise view , and we also have to peer at the future to take measures to offer a good development platform for reforming and improving social educational ethics and for constructing a society of harmonious development.
