Along with the swift and violent development of science and technology, the humanity has marched into the information-based society. The increase of knowledge makes the ability that processes the massive information with the abstract thinking more and more important. Our pattern of design on teaching needs to transfer from "subject -center" to "idea - center", take the in-depth concept-based idea as the central and utilize facts to support the development of comprehension faculty, in our teaching activity, lets the students to positively participate in the learning activity and carry on the behavior performance on their own initiation.In order to carry through the new educational idea of the basic educational course innovation the experts and many teachers fulfill the course innovation deeply and seek an effective teaching mode and method. There into the "problem teaching" become as the focus of the education theory and the operators. It has a lot of active promotional effects such as it can awake the "problem consciousness", train the ability of detecting problem, analyzing problem and resolving problem and educate the creative thinking of the students.This article mainly analyses question-based teaching of chemistry, elaborates the support that the new curriculum standard for question-based teaching from the teaching viewpoint based on concept, proposes the tactics for establishing chemistry question environment. Then the author applies it to chemistry teaching and elaborates several matters needing attention during teaching activity.
