China restructured secondary education system and started up its vocationaleducation in 1980s With the constant enlargement and deepening of reform andopening-up, vocational education in our country develops swiftly. Vocationaleducation in Shandong province has already possessed the suitable scale through theconstant efforts of more than 20 years. The development of vocational educationlargely depends on the development of local politics and economy. This paper willmainly focus on the secondary vocational and technical education, including GeneralSecondary Schools, Specialized Secondary Schools, Secondary Technical Schools andSenior Vocational Secondary Schools.By 2004, there are approximately 1,000vocational schools in Shandong province with more than a million students at school.Vocational and technical education is a kind of education which provides graduatingjunior middle school graduates with the full-time vocational education at the stage ofhigh school before their professional career starts up. Meanwhile, this period is agolden time for students to grow up and learn more knowledge. Generally speaking,good health and figure is the basic prerequisite for students to serve the society. Theaim of physical education, therefore, is to help them establish the thought of "healthyfirst" and grasp basic sports skills, knowledge and basic methods so that they willform the good habit of physical exercise.This paper proceeds with physical education, regards football project as thebreakthrough point, combines this project with vocational school student'scharacteristics according to the characteristics of the football project. The purposeof this education is to enrich student's extracurricular culture life;Cultivate finequality such as student's bearing hardships, cooperating , and collective sense ofhonor ,etc.;Cooperate with student's value education and grasp a certain trainingmethod, and offer reference for development of other sports activities through thestudy of status quo and countermeasure of football project. As a favorite kind ofsports events for young people and teenagers, football training will do good toboth their physical and mental health, which is far-reachingTextual Analysis,Questionnaire analysis and Mathematical statistics wereapplied in this dissertation. Questionnaire investigations have been carried on to20 schools located in different districts and cities of Shandong province, whichcovers 15 categories and 20 facets.The purpose of this study is neither to train outstanding athletes in vocationalschools, nor set up or choose the potential echelon, but to popularize football amongstudents, so that more and more students will come to know and participate in thisactivity, and in this process experience success , go through the failure , temper thewill, learn more interpersonal skills, and better understand the life and the society.Investigation Results:Football project enjoys extensive popularity and good foundations in secondaryvocational schools. According to the investigation: no matter there are professionalteachers in the school or not, and no matter the place is big or small, no matter thereare competitions or not, , there is always the flourish of the football activity.Physical education professionals have very great potential in guiding,organizing and promoting students in football activities.Support and investment from corresponding institutions and schools plays anessential role in establishing good environment of football activity in vocationalschools.Countermeasures and suggestionSchools should pay more attention to the development of the football education.Everything has its two sides. As to football project, there are obviously moreadvantages than disadvantages. Efforts can be made to minimize its disadvantages.The corresponding responsible institutions should supervise and guide the footballeducation of the schools in semester or academic year round.Professional gym teacher should play an even important role in the footballprojects. Launching and popularizing sports activities is every physical educationprofessional's duty and responsibility, for the reason that they are not only personswho teach knowledge and skills to students, but also the propellants of these sports.Establish and improve the competition system. Based on the present state offootball development in our country and province, competition is one of the effectivemethods to promote the popularization and development of football.Integrated the appraisal of football project into the appraisal system of theschool's gymnastic education.
