With the progresses by leaps and bounds today in the science and technology, education is at the foundation position in the comprehensive national strength formation, It set a more urgent request to build a new generation who accommodate themselves to the new requirement of our country for 21st century. Under this background the school education, especially tests are more important, which can guide the students to form the correct study method and the habits. In order to achieve this goal, we need to carry on the adjustment, the reform in the test process to satisfy the information age's need to study throughout all people's life. Therefore, the Central Committee of the CCP State Council makes a decision to deepen the education reform and to advance the quality-oriented education.Since the middle of 20th century, the Theory of Constructivism has been very popular in the world.Increasing the open test questions is the prominent change in the setting of exam papers in the subject of history in recent years. The open test questions are the opening in thought domain. It is also a stage for students to show their individual consciousness. It includes the opening characteristics of the exam paper, the answers and the evaluation. It is very important to stimulate students to study as well as teachers to improve their teaching . This article mainly from the open test question characteristic, the open test question function, the open test discuss in the three following aspects: the characteristics, the functions, the compilation and use practices of open test questions.
