Using the inquiry of the living condition of Changchun ad samples and some Sociology theories and methods. This essay analyzed the factors, which resulted in the poverty of the social vulnerable group in Chinese towns and put forward some methods that could be adopted to solve the social security problem of this group.We are living in a critical period of social transformation and the social appearance is changing deeply which mainly shows in the following aspects, such as the glorious achievements of reform and the opening to the outside word, the establishment of socialist market economy, entering into WTO, a new stage of opening to the outside, etc. All of the above show that a new situation of Chinese characteristics social cause formed gradually. At the same time, however, a variety of social contradictions have been obvious. Since 1990s, social vulnerable group that resulted from the polarization of rich and poor has become a noticeable problem and has been a unharmonious part of social stabilization and economic development. As the wide gap between the rich and poor which was brought by the system of market competition has been more and more clear since we came into the 21st century, the social vulnerable group may be the unstable factors of society. The problems of this group has been a prominent contradiction that should be solved urgently in the course of the development of socialist market economy and obtained the close attention of our Party and country.
