Research On The Action Strategy Of Social Work Intervention In Services For Vulnerable Children

China is undergoing an unprecedented transformation since the reform and opening up,and a large number of vulnerable children have emerged under the great changes in social structure.The frequent occurrence of infringing incidents on the rights and interests of vulnerable children has drawn the great attention of the Party and the government and all sectors of society.In 2020,the Shanghai government purchased services for vulnerable children from social organizations,and the "Love with Children" project was created.As an intern,I participated in the "Love with Children" project of Chunshen institution.I found that the organization was constrained by the external environment in the implementation of the project,but Chunshen institution took action to resolve the constraints and achieve the expected results.This study focuses on what institutional logics existed in Chunshen’s "Love With Children"program practice.What are the actions of social workers influenced by these institutional logics?What are the actions taken by social work organizations and social workers in response to the tensions between the institutional logics?Based on the multiple institutional logics of neo-institutionalism,this study adopts a case study approach and collects data through participant observation and interviews to analyze the dual institutional logics of the government and Chunshen’s institution for the "Love With Children" project and present the action strategies of social work in the service for vulnerable children.This study adopts the case study method to understand the service actions of the agency and social workers at the project practice level through participant observation and interviews,analyzes the dual governance logic of the government and social work agencies to the project,and reveals the action strategies of social work in the service of vulnerable children.The study found that the government and social work agencies had a dual governance logic for the project.The study found that Chunshen faced both administrative governance logic and professional service logic in the process of project practice.Influenced by the professional service logic,social workers’ behavior was characterized by adhering to professional values,designing service programs based on children’s needs,taking contextual professional service actions,and providing diversified professional service contents for vulnerable children;influenced by the administrative governance logic,social workers’ behavior was characterized by political responses to service goals and service design,and the government’s emphasis on service output and efficiency produced Under the government’s emphasis on service output and efficiency,social workers tend to provide selective and responsive services,and the content of professional services tends to be traced and indexed.At the level of program practice,a tension between the two institutional logics was created,and social workers and agencies adopted positive action strategies to reconcile the tension between the two institutional logics.The strategies of social work include:retreating to gain the government’s approval,"service aggregation","project addition",and finding the interests to match.Through these strategies,the "Love With Children" project has achieved the expected results,helping children in distress to solve various growth difficulties and improving their situation.In general,the action strategies of social work at the level of practice of the vulnerable children service projects have resolved the tension of the dual institutional logic and embodied the overall action strategy of social work of "putting professionalism in administration".
