The massification of higher education has not only brought a series of change on the value of education, quality, function, and organization in the world higher education system, but also generated plenty of new universities outside the elite higher education system.The paper focuses on the new universities as the main researchful object. Though these universities (the new-opened universities) are the primary force of the massification in our country's higher education, they stand all the impacts from the higher education system, and suffer diversified attraction from traditional routes. Hence, it is pretty necessary to research the elementary characters and the development rule through surveying their academic and practical issues.Based on the successful experience of the congeneric universities which are either domestic or overseas, and the quantitative research from inland universities, the paper brings forward and discussed four principles which are harmonious system, reasonable environment, specific characteristic, and flexible adaptability, analyses five key factors which are scientific orientation, major construction, teachers construction, talent quality, and campus culture, and also probes into the relationship between the factors and the four principles. It is supposed that the research on the new-opened universities could provide certain suggestion to the sustainable development.
