Inclusive education is an international education thought emerging in the 1990s.Its philosophy of educational equality and democratization has been accepted by many countries in the world.Nowadays, many countries in the world have begun to put inclusive education into practice. Inclusion is the process of increasing participation and decreasing exclusion from mainstream social settings. Inclusive education means that education should meet all the need of all children, irrespective of talent, disability, socioeconomic background, language or cultural origin. Inclusive education is to increase students' participation and decrease their exclusion, providing a diverse student body with access to their outcomes and to ensure, to the maximum extent possible, that all students have opportunities to achieve the highest quality of life. There are many inclusive schools in the U.K. now. This paper is designed to trace back to its background both home and abroad. In this paper, I chose Cleves primary school in the Newham borough as a representative example of inclusive schools in the U.K. The paper tried to explore the practice of inclusive school from its concept, using of space and time, curriculum planning, assessment and records, training of teacher in-service and the participation of parents. According to the explored example, this paper drew a conclusion that the benefits of inclusion across grade levels far outweigh the difficulties inclusion presents, although there are three barriers to inclusion. The current barriers to inclusion generally fall into three categories: organizational, attitudinal, and knowledge barriers. In the end, this paper stated briefly the problem faced by special schools in China. The experience of the inclusive schools in the U.K. will enlighten and benefit us in the development and transforming of special schools.
