The performance appraisal, also called the personnel appraisal, the performance assessment, the performance examination etc, mean according to the certain standard, adopting the scientific method, checking and evaluating the performance degree of the duties stipulated toward the post of form'staff. It is a kind of effective management method to confirm its achievement and working latent energy of future. Performance appraisal is not only the base work of human resources management but also the key segment of the civil servant's management. In the system of public service, the setting-up and implementation of the performance appraisal system have offered the basis to civil servant's management, and have played an important role in selecting the virtuous and appointing the able, rewarding the good and punishing the bad, raising the efficiency, changing the style. In recent years,, with the increasing of the reform of government's statistical department and the innovation dynamics, some new management ideas and methods, for instance, the performance management, has already introduced and used progressively in every work of the statistical department.As for the government statistics personnel, the result of the performance appraisal directly influenced the fairness and scientific of the salary treatment and the career. But through the actual application for two years, the performance appraisal of the government statistics personnel also has some problems. This dissertation study mainly the performance appraisal system of the government statistics personnelFirstly the dissertation study the existing problem of the current performance appraisal system in the government statistics personnel, which included the classification and duty of the personnel, the questionnaire investigation ofsatisfaction ,and the investigation data analysis etc. Secondly ,this dissertation has proposed solving the countermeasure and measure of the existing problem at present. This dissertation adopt such advanced office procedures as the management by objectives (MBO), and key performance index (KPI) to constitute appraisal criteria and implement the performance appraisal.Finally, this dissertation takes Hunan Province statistics bureau as an example and carries on the positive research. Firstly, the dissertation introduced the bureau's overview. Then, it proposed the improving scheme and concrete measure of the performance appraise. It also appraise to the result after improving finally.The research purpose of this dissertation is to probe into and study the concrete improving method of the performance appraise, to apply modern and advanced administrative skill to the performance appraisal of the government statistics personnel and offer scientific basis for...
