| At present,how to do a good job in the performance management of the public sector and formulate a scientific and effective performance appraisal method has always been a hot issue in the field of public management.As a vertically managed NBS investigation team system,performance appraisal is still in the initial stage of exploration,and most grass-roots investigation teams have not implemented effective performance appraisal methods,which has gradually become a problem that plagues NBS and investigation teams at all levels.management problems.Therefore,how to formulate a scientific and effective performance appraisal system is of great research significance.In order to further improve the performance evaluation level of the county-level statistical investigation team,and play its due role,so as to improve the level and ability of the statistical investigation,statistical service,and statistical supervision of the grass-roots statistical investigation team,this thesis takes the county-level statistical investigation team in Z region as the research.Based on the new public management theory,fairness theory,and expectation theory,combined with a variety of performance evaluation methods,the county-level statistical investigation team’s performance evaluation system has been analyzed and improved.After investigation and analysis,the current performance appraisal methods implemented by the county-level statistical investigation team in Z region have the following problems:the appraisal is mediocre,the design of appraisal indicators is unreasonable,the individual performance appraisal is weak,the use and motivation of appraisal results are not strong,and the appraisal lacks communication and feedback.question.It is necessary to improve the performance appraisal system of the county-level statistical investigation team.By comparing the advantages and disadvantages of various performance appraisal methods,this paper uses the objective management method and the key performance indicator method to extract the organizational goals of the county-level statistical investigation team.The four key success factors(CSF)of party building,statistical business,statistical service and internal management are extracted from the thesis,and the key success factors are decomposed into 27 specific key performance indicators(KPI)for department performance appraisal and individual performance appraisal.work performance section.The 360-degree evaluation method is used to comprehensively evaluate the work ability and work attitude of cadres and workers by means of supervisor evaluation,self-evaluation,colleagues evaluation and subordinate evaluation,so as to effectively improve the performance evaluation system of the county-level statistical investigation team.Through the four measures of organization and supervision,talent and technology,communication and feedback,publicity and training,the effective implementation of performance appraisal can be ensured,and the due role of performance appraisal can be effectively played,so as to promote the county-level statistical investigation team to better perform statistical investigation,Statistical services and statistical supervision functions. |
