Developmental teaching and learning is a kind of teaching and learning theory which is"oriented in human-beings development, based upon the teaching and learning process, promoting the development of teachers and students". It is a kind of teaching and learning process which unremittingly improves the students and teachers steadily transforming and upgrading from the first development area to the second development area, from the Nth development area to the (N+1)th development area. Developmental teaching and learning demands that it should be embodied in all profiles and levels of the student's development macrocosm space. Not only the student's overall development requests but also the teacher's personal professional development requests should be embodied in the developmental teaching and learning process.Quality assurance of developmental teaching and learning is a main measure of sustainable development strategy of students and teachers, universities and colleges. It takes the student's subjective development, the teacher's professional development and the whole school harmonious development as the object of the guarantee. According to the social needs of change and development, it adjusts the development targets of the students and teachers, universities and colleges; it usually diagnoses the key factors of teachers, students and their schools during the period of development; it protects the process of the school teaching and learning development steadily. In order to guarantee the steady development of teachers and students, their schools and society, it constantly perfects the development mechanism of teachers, students and their schools."Model" is a simple and direct description of the internal mechanism and external relationship to some items or entities. "Model" is a relatively simple, symbolic and logic assumption done to copy the true things and conditions. As a kind of theoretical assumption, it owns the same structures and attributes with the original objective system. As a structural and contracted expression style,"model"involves target, strategy, method, evaluation and their organic integration. Quality assurance model of developmental teaching and learning is a system generalization of the key factors structure and time-space sequences to the developmental teaching and learning quality assurance process.
