As the schools of high-level stage and the cradle of training talents and innovative technology, Universities and Colleges are an important place of passing down Chinese cultural heritage. They have important roles to enhance the comprehensive national strength. In colleges and universities, teaching is the core work. The classroom teaching is the main form of teaching and learning activities. Therefore, the quality of classroom teaching is crucial to the development of a university. As an important means to test and promote classroom teaching, the quality evaluation should not be ignored. The traditional classroom teaching evaluation model is a kind of appraisal for reward and punishment. The results of classroom teaching evaluation results always linked to teachers’ economical interests. But there is not much help to enhance the professional development of teachers and improve education quality, which has exposed too much drawbacks in practice and have been questioned by the education circle. Quality assessment emphasizes on people-oriented, focuses on the process of teaching and attention to the development of teachers and students. So it can compensate for the deficiencies of the traditional evaluation model. That is why I use this pattern of developmental evaluation in this research.As the main part of teaching activities, Students’important position has been ignored in the teaching quality evaluation for a long time. This innovation is measuring classroom teaching at the view of students’learning effectiveness as a standard to assessment classroom teaching. The theoretical basis is Bloom’s Taxonomy of Educational Objectives.Depending on this evaluation system, the quality of classroom teaching should be judged by the students’changing in Cognitive Domain, Affective Domain, and Psychomotor Domain. This provided a new sketch for our study on the quality of classroom teaching. The Teaching Quality Evaluation of Higher Education based on the student learning outcomes has great significance because the current model assessment is impact.This paper is divided into five parts, and developed "Why should we start from the point of view of students’ learning" and "how to construct the developmental evaluation of the quality of classroom instruction based on students’ learning perspective." The first part introduces the background of this research, the significance of the study, the history of educational evaluation, the research methods, foreign and demotic evaluation of the quality of classroom teaching abroad, and the involved definition in this study. The second part explains why started from the students’ learning. In this part I described the theoretical basis of this article-Bloom’s Taxonomy of Educational Objectives, from the cognitive domain, affective domain, and psychomotor domain. The three domains is similar to our frame of education——moral, intellectual, physical, aesthetic and labor education. We can use for reference. The third section describes the experiences and practices in Higher Education Teaching Quality Evaluation of a number of developed countries. They provide a reference for the evaluation of our country. Part Five has built an entirely new and efficient teaching quality evaluation system based on student learning with the description of the principle of the system, evaluation methods, relevant evaluation contents and evaluation process. The last part summarizes the contents of this article and analysis of the deficiencies and matters of this study, and the outlook for further research.
