As the organic combination of education and environmental factors which affects human beings’ development, learning environment to a certain extent determines the students’ development. With the prosperity of education science as well as the complex of learning environment, study of learning environment is becoming the research topic of multitudinous scholars. However, summarizing the domestic and foreign research achievements, we find there still exists some problems on the learning environment research, for instance:the understanding of concepts is unclear; the analysis of structure is simplex, the operation of strategy is poor and so on. Moreover, the most of domestic learning about environment focuses much on the discussion of teaching environment which is based on teachers’ standpoint, servicing teachers’ teaching and emphasizing the teachers’ ideal supposes. While the learning environment research which is based on students’ subjective experience, promoting students study affectingly and respecting students’ principal status is relatively few. There is no doubt that all of these contrary to the education idea of promoting students’ independent development which is advocating by the new curriculum reform.In view of this, the article, holding the concept of "students-oriented ",based on the subject feeling of students,tries to pay more attention on creating an learning environment which services students effective learning and aimed at cultivating the students’ independent development quality."Developmental" learning environment is a special learning environment established by teachers to promote students’ independent development in the whole class classroom and it is the organic combination of reflective, cooperative and incentive learning environment.First chapter is theory construction. In this part, I analyse systematically the relative concept of learning environment and the concept,the structure, the characteristics and the instruction values of the "developmental" learning environment. In regard to the analysis of structure of learning environment, the author refers to the analysis dimension on environment of American scholar R·H·Moss’s,that is relationship dimension, personal development dimension and system maintenance and change dimension.The Second chapter is the design of survey questionnaire. On the basis of analysis of "developmental" learning environment dimension,I design measuring tools of "developmental" learning environment and carry on pre-research. On the ground of the analysis of pre-research data, I make a further modification and improvement to the problems and deficiencies of the survey questionnaire.The Third chapter is the analysis of the present condition. To start with, I use the revised learning environment questionnaire to survey the learning environment establishment condition in realistic classroom instruction. The respondents are more than160students comes from grade five and six in an elementary school in Nanjing. Then, according to the statistical data analysis,I will generalize the existence problems under establishment of the "developmental" learning environment. Finally, I will try to find out the reason of the existence question.The Fourth chapter is conclusion and discussion. This part will mainly discuss the establishing strategy of learning environment on the basis of the previous chapters. In this chapter, I break the view of modern education in which the learning environment is regarded as external factor to learning activity itself and absorb the postmodern thoughts. The establishing strategy of learning environment will integrate with the students’ learning activities processes, which is in the principle of easy operating.That is to say students learn in the "developmental" learning environment and at the same time the students learning activity is also a part of the "developmental" learning environment.Under the guidance of the new curriculum reform,This paper, in the view of learning environment, make preliminary attempts to explore the effective strategies which aimed to promote the students’independent development. There are still some shortcomings on processing of the "developmental" learning environment, for example, the validity of the questionnaire, the representative of the respondents and the complex of students and so on. So,it need author’s and more scholars’further research.
