The 21st century are the information-based society, knowledge-based society, the unlimited spread of information and network herald the advent of the era of lifelong learning, lifelong learning to the people-oriented strategy -learning to learn and learn to survive, has become one of the main themes of the times. In such cases.it is obvious that teachers in universities must increase their capacity of e-teaching in the process of the universities's modern information construction. The purpose of this research is to make the training of teachers in universities to promote their e-teaching capacity and their professional development, become an effective way to play a greater role.The research used theoretical analysis with the "experimental design" combined strategy.Theoretical analysis includes two main parts: on the one hand, in education information and teacher professional development background, the author analyzes the present situation of ITT for teachers in universities and the change of training concepts, points out Action Learning is an effective way to solve the training current problems; On the other hand, the author analyzes basic theory and request about Action learning in the training.By the programme design and implementation of the ITT for universities teachers based on Actoin Learning. The research found This training design, on the one hand, has made up many insufficiencies in the past ITT, has realized the transition from "training" to "learning". More important, on the one hand, it make teachers in universities teaching-oriented campus informationization set up good attitude and enough confidence to meet the challenges, effectively change their teaching practices ,so that they become a reflection of teachers and enhance their own professional development.Action learning is an open system, in training we make full use of acts organizations and emotional management strategy to effectivly eliminate the effects of interference factors in the emotions, stress and social factors. Design models for the implementation of information technology training platform and targeted training materials as a basic security, and improving the effectiveness of the current research.This research has firstly affirmed the value of Action learning in ITT for universities, has provided some experience to the following training research, widened the research mentality.
