In recent years, education has become one of hot topics. It is higher education reform that leads to it. Against the background of adapting to market economic system and solving education expenses, china has launched the educational system reform. It did well in the reform, but had many problems. For instance, education's value lost balance, education's behavior lacked of standards and educational quality deteriorated. It caused that the public evaluation had reduced the minimum in the last 20 years. The public was dissatisfied with the educational reform. And many people criticized the education industrialization.Theoretical area has argued the topic of the education industrialization over ten years. Ministry of education indicated the station of opposing the education industrialization clearly, but its policy made us confused. This article gets out of the argument, makes use of public products theory to analyze characters and drawbacks of the higher education products and puts out the suggestions.This article reaches a conclusion that higher education products belong to mixed products and have exclusive, competitive and external characters. And its public character is more than others. So we cannot make education industrialization. Then I analyze the drawbacks of higher education: the conflict between need and supply, wrong educational value, lack of investment, equality and private products.At last, I put out the development principles of higher education.
