The National Basic Education of Bayannaoer City made the great progress with the policy towards nationalities after Liberation , especially after the Third Meeting of Eleventh National Congress the Communist Party of China . It also contributed to the economic and social development of whole city . But the development level of National Basic Education, especially of the Mongolian primary and middle school has many problems and disparity with other Chinese schools of this city and the whole Inner Mongolian Autonomous Region, and it doesn't adapt to demand of Socialist Market Economy .This study subject uses the way of statistics and analysis, the way of findings and research , and the way of qualitative analysis with quantitative analysis . First , it includes four stages : from early days of Liberation to before Cultural Revolution ; during Cultural Revolution; from Reform and Opening to Setting the Socialist Market Economy; and during the Ninth Five and Tenth Five Program of National Economic Development . It called to mind the development of National Basic Education and Mongolian primary and middle schools from Liberation to 2004, analyzing and summarizing historical reform and development situation of every stage, and finding some pattern . Second , it analyzed and summarized the present condition of National Basic Education from relationship of Bayannaor Administration, comparing Mongolian primary and middle schools and students,level with the average level of whole city, comparing teachers team construction with the level of whole city , finding many problems that doesn't suit with reality .Third,it analyzed present problems of National Basic Education: less Mongolian primary schools;less students; imbalance of teachers and students; single structure of secondary school education ; weakness ofnational secondary vocational school. In addition, it analyzed the form of the question ; the reform of the university enrolment and the finding job system;the disappearance of national schools in pastoral area; Mongolian children affected with living environment; policy of national education ; disparity of school condition ; the problems of teachers team . Finally,this study subject also put forward the thought that is how to push on the National Basic Education : a. laying down the special national educational policy , it is the important guarantee . b. carrying out Double Languages Teaching or Three Languages Teaching to a breach , deepening the reform of teaching zone , it is the key of improving quality . c. adhering the principle, clearing aim, exploring the way of constructing group schools,stabilizing students of national basic schools . d. the Mongolian Schools should explore the teaching languages , creating the condition to the students who lost their mother tongue and let them accept Chinese teaching in Mongolian schools . e. reforming the single structure of national secondary school , developing the national secondary vocational education greatly . f. constructing and improving the standard of the teachers team .The aim of this study subject is to enrich the national educational theory research , it makes the more and more experts and learners interest in National Basic Education in Bayannaoer City , and put into more spirits to study and develop it . Let's provide scientific proofs for the policy decisions of the Government , serve for the development of the national education in Bayannaoer City , serve for Mongolian traditional splendid culture , serve for the development of the economy the process of the social undertaking in Bayannaoer City .
