China is a country with56ethnic groups, ethnic education has always been the core of education reform and development in our country especially in ethnic minority areas of basic education development. Due to the lagging development of basic education in ethnic minority areas, it still cannot completely adapt to the national economic and social development as well as people’s demand for receiving a better education. Coupled with inadequate education, education priority development of strategic position has not been fully implemented, resulting in large area in the western poverty-stricken areas and ethnic minority areas of basic education development that lag behind that of the east, and the gap is more and more big. The quality of basic education is not good, quality education that has been carried out is not comprehensive, it has a huge obstacle for students to study.As a typical ethnic minority areas in southeast of Chongqing, the study of the basic education development is of am important theoretical value and practical significance. The region has brought together a large number of ethnic minorities, ethnic culture, ethnic customs and art spread through the ages, deeply affects their life. Along with the development of basic education in our country, the area of basic education has made some achievements, but due to the complexity of regionality, poor natural conditions and financial deficits, leading to a weak basic education development in the region. Education investment is not sufficient, the educational condition is poor, teacher resources are inadequate, the low quality of education problem is very prominent, and as urbanization moves forward in recent years, a large number of migrant workers crash into the city, the increasing of the left-behind children make the education development face new trail. As a result, the attention to the area of basic education development and research are very urgent and necessary.This article mainly divided into four parts:the first part is introduction, mainly includes the proposed questions, the research purpose and significance, the definition of core concept, domestic and foreign related literature review, research ideas and methods; The second part is a basic overview of southeast Chongqing minority district and analysis of current situation of the development of basic education, involving in four counties in the region’s basic situation, economic situation and population quality situations; The third part is the foundation education in minority areas of the southeast of Chongqing weak problems that had been analyzed, and mainly analyzes the four aspects:the ethnic minorities left-behind students education has been inadequate; The failure of the management system of "relying mainly on county"; Adaptability to new curriculum reform in the national regions of the southeast of Chongqing is low; Teachers team construction is weak. The last part is about Chongqing southeast ethnic minority area of basic education development countermeasure of exploration, from the positive attention to ethnic minority education left-behind students, responsibility and power parallel reforming management system, adjusting measures to local conditions, promoting the implementation of the new curriculum reform, intensifing efforts to improve teacher team construction and so on that has been carried on the thinking and elaborating.
