Research On The Present State Of The Opening And Utilization Of Public Stadiums And Its Affecting Factors In Shanxi Province

public stadiums, as an important element of our country's sports undertakings, are places for people's exercises, also training bases and arena for competitive sports activities. The 5~th national survey on sports stadiums shows that the public stadiums are gravely insufficient, with only 18481 public stadiums in the whole country, composing only 2.2% of all kinds of stadiums. The situation in Shanxi Province is even worse, altogether there are only 619 public stadiums, composing 3.4% of its kind in the country. They can't cater for people's needs at all, besides, the utilizing rate is very low, they are not very accessible and under inefficient management. For the purpose of getting more financial resources thus adjusting to the development of the market economy, and also for the purpose of activating sports undertakings thus to ensure the fulfillment of Outline of the Nationwide Body-building Plan and Plan of Winning Honor for the Olympics, how to manage the public stadiums in spite of the quick increase in number of them is impossible in short term? How to make them more accessible to the public, and how to make good use of the limited resources to achieve the balanced development between competitive sports and social sports, to guarantee the needs of training and competing, and at the same time, make them more accessible to the public, make better use of them, and improve their social effect and economic returns. This issue has raised great concern among thepublic, so to tackle this problem properly is of great significance in promoting the development of sports undertakings and the fulfillment of Outline of the Nationwide Body-building Plan as well as the development of competitive sports.This paper makes a comprehensive exploration into the utilization of public stadiums in Shanxi Province by investigating literatures, using questionnaires, carrying out logic analysis and statistics and gets the following results.1. Among all the surveyed stadiums, only 28.6% are fully accessible, 57.1% are partially accessible and 14.3% are inaccessible. Among all the accessible and partially accessible stadiums, 15 of them are charged;consisting 74.1% of all the accessible stadiums, 19% of them are free, and another 2 have no proper management at all. The public stadium opening rate in Shanxi is 28.6%, lower than national opening rate 35%.2. The results of the opening vary because of their different opening patterns. Those charged ones serve better for the national body-building activities and competitive sports activities because they are more open to the public and paid more attention to their service quality.3. The opening and utilization of the public stadiums are affected both by outer and inner environment, outer environment refers to the condition of the stadiums, stadium management, stadium function, found-raising and the formulation of rules and regulations. The inner environment includes the location of the stadium, the economic situation of Shanxi Province,the development of sports culture in this province, the public's sports awareness, consumers' affordability and the guidance of national policies. So the opening of public stadiums to the society needs certain prerequisites.4. The financial return of public stadiums' opening is affected by stadium resources and the patter of management the adopted. The financial returns of the rare and those under scientific management are much higher than others. So the financial returns of public stadiums' opening can only be guaranteed by both good condition and scientific management.Suggestions:1. The opening of public stadiums should be guaranteed by laws and policies.2. The charged stadiums should improve their service quality and opening frequency by strengthening scientific management and reduce the fees at the same time regards to general public's affordability, and be repaired and maintained properly.3. The latter opening and utilization of a public stadium should be taken into consideration when it is designed and constructed, and special attention should be given to its capacity, its found resource the number of already existing stadiums.4. The closed stadiums should try to serve for the national body-building activities and competitive sports activities according to their ownconditions, explore and make good use of their own resources thus improve their facilities.5. The public stadiums should actively cooperate with schools, departments, organizations and strengthen their propaganda work.
