The education guides the development of the society, rather than following behind the society. The progress of education brings not only the renewal of our times, but also opportunities and challenges. The development of education depends on high quality teachers. But the contemporary educational development has witnessed that the teacher only being "an educator" cannot meet the requirement of new times. Teachers being "researchers" in educational practice has become a tendency all over the world. As to the present condition of China, the new educational curriculum reform and school-based research throughout the country provide a precious opportunity for teachers to convert from "experienced teachers" to "researching teachers".In recent years, there has been a great surge to carry through school-based research because of its importance in improving teaching quality. However, researches find that, as to school-based research, its implementation and results allow of no optimism. Therefore, the author thinks that it is of important value and guiding significance to dig and extract the problems present in school-based research and find the strategy to solve them on the basic of theory and practice.Investigating 20 primary and junior high schools and adopting such methods as the questionnaire, interview, group discussion and participation on the spot, the thesis thoroughly and deeply surveyed the implementing status of school-based research. Through sorting and analyzing the research data, the author has find some problems existing in the present school-based research.1. Two problems existing in the research subjects--- primary and junior high school teachers: one is that the teachers lack of the ability of scientific researches due to the imperfection of teacher education system; the other is that the teachers are facing excessive pressures, which is mainly caused by their great working strength, the big challenge of basic educational curriculum reform, the high social expectation and the singleness of teachers evaluation system.2. In the macroscopic level, the school-based research pays too much attention to theory and ignores the actual effect: first, announcement and ornament are too much and operations are too few; the pattern and content of activity are single and innovations are too few.
